Ghetto murals commemorate two former neighborhood gang leaders (Claudius Massop and Jim Brown), known locally as "dons" June 13, 2008. Both Massop and Brown were famous consecutive dons of the Tivoli Gardens neighborhood in Kingston during the 70's and 80's. In the vacuum created by state neglect, Jamaica's inner city communities have come to rely on dons to provide what the state does not, namely employment, social aid, and even rudimentary courts to handle transgressions of gang law within communities.
