Rema "Action Pak" garrison gang members stand watch as lookouts on a corner of their public housing scheme December 13, 2008 in the Rema Garrison/Trenchtown area of central Kingston. Because of the strength of ghetto gangs, often law enforcement is ill-equipped to enter or enforce rule of law in the garrisons of inner city Kingston. In the absence of legitimate law enforcement then, gangs fulfill a self-proclaimed community protector/enforcer role and function as defacto police, judge and juries on their turf.
