Jamaican boys perform in a neighborhood youth band at the Eastern Peace Center December 16, 2008 in the Mountain View community of Kingston, Jamaica. The band, consisting of some 70 members is made up of former gang members and at risk youth, and despite the high degree of participation, the poorly funded group only has enough used instruments for a dozen of the members to play at a time. Positive efforts like this one to reach gang youths are often under-funded by local government and are forced to compete with other programs for a small slice of funds able to be be provided by NGO's.
