Because of the strength of ghetto gangs, often law enforcement is ill-equipped to enter or enforce rule of law in the garrisons of inner city Kingston. In the absence of legitimate law enforcement then, gangs fulfill a self-proclaimed community protector/enforcer role and function as defacto police, judge and juries on their turf.
