A Jamaican man walks past a graffiti covered wall June 16, 2008 on a block nicknamed "Manhattan" in the South Side neighborhood of Kingston. On the wall behind the man is gang graffiti of the famous Jamaican politically affiliated gang "Spanglers", a traditionally People's National Party (PNP) linked gang that controls the area around Manhattan. In the 60's, 70's and 80's Jamaican politicians of both parties armed gangs, and relied on them to consolidate control of specific neighborhoods and deliver votes.
